A Designated Area Migration Agreement (DAMA) is a formal agreement between the Australian Government and regional, state, or territory authorities. These agreements typically last for five years and are linked to visa programs like the Temporary Skills Shortage (TSS) and Employer Nominated Scheme (ENS).
DAMAs provide a unique opportunity for applicants who may not meet the requirements for permanent residency through standard visa pathways, particularly those who are older. They also allow greater access to overseas workers compared to the standard skilled migration program.
Operating within a flexible framework, DAMAs enable regions to address their specific economic and labor market needs. The framework has two levels:
To sponsor skilled or semi-skilled overseas workers, employers must first obtain endorsement from the Designated Area Representative before submitting a labour agreement request. Employers in regions with skill and labor shortages can access DAMAs, but they must prioritize recruiting Australian citizens and permanent residents. Employers must demonstrate a genuine attempt to recruit locally before gaining access to the DAMA program.
It’s important to note that individuals cannot directly apply for DAMA. They must be sponsored by an employer operating within the designated region, for a role listed in the head agreement.
